On 7 December 2020, after the election was stolen, Donald Trump signed Executive Order 13961: Governance and Integration of Federal Mission Resilience (FMR EO). This Executive Order was released simultaneously with the Federal Mission Resilience Strategy 2020 (Strategy) which called “to preserve our constitutional form of government under any and all conditions”.
The strategy and execution describe the actions needed to create devolved forms of continuity in order to preserve the constitutional form of government and ensuring the federal executive branch functions properly in times of crisis and war.
